The time-lapse accelerates the movement of the cloud shadows; giving the appearance of much more movement than would be evident in real-time. Also, the cloud bases are around 5,000 feet above the runway, and the winds aloft are not the same as the winds on ground; which on this occasion were light and variable... so in spite of the illusion, the launches were not actually down-wind!
