Does anyone else think Graham's next Heresy novel has anything to do with Garro?

He mentions something about warriors from different legions; both loyalist and traitor being in some kind of brotherhood.

If I remember correctly, this is exactly the type of group that Malcador instructed Garro to create in Oath of Moment.
