They don't play deuces because it makes the matches go faster and the lengths of the matches are more predictable since you can never have more than 7 points in any one game. The USTA changed this back in like 1995 for doubles matches since they don't bring in money to the tour / they don't put fans in the seats. Sad, but that's the way it is.
