Basically he's brute forcing a machine running VNC Server. If your vnc password is longer than about 8 digits than it should be find as long as you tunnel the connection over some encrypted protocol like SSH. This is what I do.

This is not illegal unless you do it to a machine that you do not own and plus he's only doing this to machines on his network.
