actually it is called a dangerous tackle according to the rugby rule book.

there is no such thing as a "high tackle".

@lachynf18 ???? - look closely at 1:04 - check where the arm hits. He hits him below the shoulder, then slides up. The penalty wasn't for high tackle, it was for a swinging arm. If it was high, don't you think the referee would have penalised him for that?
