Very possible and not a foul. What you aren't seeing is the side spin he's imparting on the cue ball. By using a touch of either left or right english, the cue ball comes off of the slate spinning which helps it clear the ball. One thing to note is that it's shot with a shaft. Even a standard jump cue is just too heavy to get moving fast enough.

It is possible but it's actually a foul shot, because the cue ball touches the side of the shaft. But very nice and difficult to make anyway!
