In stores in Japan, or you can buy it imported from online stores which is usually expensive.
An unofficial English patch for this game is also available online.

First, you need a fully upgraded lightning sword and the rainbow accessory. Enter the door left of the overhead bridge with perimieter bridge around it (first bridge with disk throwing enemies). Equip the rainbow accessory so you can see the platforms. Jump across the platforms and then use the lightning dash to get across the last gap. Go through the door and be prepared to get your posterior handed to you...repeatedly.
