Finally I have gotten verification from Jonas Odell of FilmTecknarna (who directied this short) that the artist of this song is Steve Patrick. See his response below:

The song was written by Steve Patrick at the on-air dept. of Cartoon Network. Maybe in collaboration with someone else.
