Chief speaks — DeLand Police Chief Bill Ridgway explains to news-media representatives at a Jan. 25 press conference about why charges were filed against the two men shot by DeLand Officer Bobby Harrelson at a South DeLand mobile-home park Jan. 22. Ridgway said the men, Javier Perez and Leobigildo Espinoza, pointed at weapon at police more than once during the encounter at the mobile-home park, despite repeated warnings from police. Although the weapon was an air rifle, it looked like a regular rifle, Ridgway said, to officers who had been called to the scene after a woman told a 911 operator she was being threatened by Hispanic men with a shotgun.
