Do you mean ads?

If so, he can't. YouTube partners are getting paid for views because Google puts ads on their videos. If you're not a partner, Google won't place ads on your vids but you won't be getting paid for views either.

Now if you are NOT a partner but use copyrighted content, ads will be placed on your video but you won't get paid for them at all.

For YT partners, if they use copyrighted content without permission, they just simply won't get paid for the advertisements on their videos.
