are you using blackboard CE8? This media library tool is only available in Blackboard CE8. If your making a new course shell, just log into the blackboard course, go under the "build tab", then under "Manage Course" under your designer tools, then press the "tools" link, then put a check mark inside of the box next to "Media Library", then press the save button and the media library tool will be added to your course.
