Silverstein made billions off of the NEW insurance policy he took on the buildings only a few months prior to 9/11. One convenient new protection was terrorist attacks. Also, wars in three countries were achieved. You really are naive if you don't know the billions made from that. There's also the patriot act and the many rights they were able to take from Americans, etc.
