they are aphids. I had the same problem on twenty pepper plants. Try puting the plants in the bathtub and spraying them with the shower head if you have one. Dont attempt to use soapy water because it wont kill all of the aphids and they will return,(At least they did when i tried). Go to your local hardware store and get either neem oil or a product designed especially for aphids, whiteflies, and other nastys. It is a bit more expensive but It will Kill all of the bugs
The planters you have them in seem a little small. The yellow tinge on the leaves may be a nitrogen deficiency, or a wacky Ph level. Something I remember hearing. Just thought I'd try to add. Looks yummy though.
You can get a trash bag put over the plants, and use pyrethrins. Plants sure look healthy, I have been fighting aphids, and fungus on my plants. I am going to try milk on the fungus, I hear that it is a good fungacide.
