My tribute to the underrated and groundbreaking(In terms of special effects..) Sci-Fi classic, The Lawnmower Man starring Jeff Fahey, Pierce Brosnan, Jenny Wright, Mark Bringleson, Geoffrey Lewis, Jeremy Slate, Dean Norris, and Colleen Coffey. Directed by Brett Leonard.
Song is Almost Unreal by Roxette from the Super Mario Bros. Soundtrack(Played at the end credits...)

Um, no cuz Jobe is pretty much comparable to the first neo, he had zero restrictions in the software. Hence the phrase "I AM GOD HERE"
Jobe would stomp the piss out of every other cyber hero simply because his system was our modern computer network which had nothing to protect itself from the likes of Jobe (unlike the Matrix Scenario).
Also Jobe is a concept of power in the false world translating into genuine power (all the the phones ring in the REAL WORLD), Jobe is EMPOWERED.
