Physical damage to the catalytic converter. This unit had scrape marks on the side facing the road suggesting it hit hard against a speed bump or other high object on the road. The car was experiencing very sluggish performance all of a sudden. Problem was diagnosed by reading vacuum at various engine speeds. At higher constant RPM's the engine vacuum would drop to under 12 In-Hg. Solution was removal of the catalytic material inside and re-installing. This car is currently not on any public roads :-). Vacuum is now reading a very respectable 23 In-Hg and it feels like new when driven.
