@24chibimanga This is a... I don't know exactly what it was called, but more of a promotional video introducing characters than the actual show. It may have been created before they decided on the final versions of the characters.

Yue mostly just sounds like that due to file quality. Otherwise, that's how the character was being played (monotone-ish).

i really don't get why akamatsu had to make negi welsh. i really feel it wouldn't be appropriate. a nuetral accent (mid atlantic) with the sound of the japanese voice would fit just fine...its not like all welsh speak in a welsh accent..but most certainly not in a plummy english accent like the original english dub negi had.
