I would have used a much more liberal amount of wash to ensure that dirt was off the car. He was not using enough wash in relation to the amount of dirt on the car. The entire area needs to be covered before you begin wiping that panel. I use a waterless car wash and I always make sure that every inch of the section I am wiping as waterless wash on it. I also use enough waterless wash so that I can see it running on the paint. That would be the right way to handle this car.
