Naturally your introduction to the Hovercraft, the most difficult vehicle to use, is during a boss race. The course is fairly straightforward, however the track is quite thin, the tunnels are curvy (which can be annoying due to the sweeping-turns of the Hovercraft), and there are several trees in the final part of the race that can cause some trouble.
The first race against Bluey is not difficult at all, as long as you get the super boost at the start. If you do, do NOT touch the control stick until the first tunnel. You should be ahead of Bluey if you get the super boost. If not, you'll most likely be behind him in the tunnel (which is annoying due to the white glow that always surrounds his tail). There are many blue balloons along the way that will be more than enough to propel you in front of him, unless you are very far back. Don't bother using missiles against Bluey unless you have a Homing Missile (and even then, you should focus on blue balloons).
If turning is a problem, simply press R to jump just before a bend. You turn much easier in the air than you do on the ground. Keep bouncing and turning in the air and you should be fine in the narrow caves.
Once you defeat Bluey, the Silver Coin challenges for Snowflake Mountain will unlock.
