Totally agreed, racism was encouraged and was obviously drawn in a different time period as you can obviously see by the quality of the drawings.
Why no one did anything about it was because if someone spoke out about it, they were most likely to be lynched. Not only black men lynched but as well as white people who didn't agree about the segregation laws etc, but it was more common for black people to be hunged.

Try to remember back in the old old days, things were not forcibly politically correct like they are today. There was an age where racist thoughts were not only overlooked, but encouraged.
These were from a different time. Try not to take them so damn personally; there's no point. Dwelling on them only spreads the negativity.
You sure they are racist, but I'm not gonna sit here and say "that's wrong, that's not funny" when I did laugh at them. I don't think laughing at this makes me a bad person. Yes, you should treat everyone with fairness and respect no matter their skin color, but I'm not gonna lie and say I didn't think it was funny. I laughed hard at 1:59
