Corruption seems to be the "way of life" in the Philippines all they way down to the local Barangays. Corruption is endemic. Every time someone accept a bribe, or gives a bribe he/she is contributing to the problem. So why is it such a scandal when a federal official is accused of corruption? It's just the "way of life".
God help the Philippines, since the people can't help themselves.
