I think these are currently only for YouTube Partners to send out to their audiences. Correct me if I'm wrong.

As a subscriber you may receive these messages:
- on your subscribers recent activity feeds
- on your subscribers recent activity module (on the homepage)
- on your channel page in your recent activity module
- through an email digest to which your subscribers can choose to opt-in (optional)

In order to subscribe via email go to your YouTube Account settings. Click on Email Options. Then click on How Often YouTube Can Email Me. Select the option I receive a message from a channel I'm subscribed to. Finally click on Save and you will receive email updates from your subscriptions.


How frequently would you like me to send out messages before you ignore them as spam?
