Sandia National Laboratories has developed a cost-effective robotic hand that can be used in disarming improvised explosive devices, or IEDs.
The Sandia Hand addresses challenges that have prevented widespread adoption of other robotic hands, such as cost, durability, dexterity, and modularity.

Because this is not a prosthetic hand. This is geared towards disarming explosive devices more easily (the cutting the wires part) instead of blowing them up either in place or in a container. Plus it may be helpful in labs where human hands can't be exposed to hazardous or nuclear materials. The reason it's cost effective is that the fingers can be attached instead of it being just one complete arm. And if there is a premature explosion then the fingers can easily be replaced.

Ford assembly plants have large mechanical arms fitted with welding equipment, I don't think that welding equipment is going to do a very good job at disarming an explosive device.

It was created for disarming explosives, unless you prefer to have soldiers and innocent people explode into a cloud of colored rain, this is an extremely helpful device.
Besides, who are YOU to decide if it's a waste of time and money? Well, you don't get to. Even if it was completely impractical and served no use (which it does,) if it succeed in its goal I don't think that makes it a "waste."
