Picked it up from a local pawnshop for $35 I figured with the games it came with I'd be able to keep it or sell it on for a profit, well I was very wrong.
The first problem I had was the signal line for the RF (the inside connection of the RCA jack for the RF) was loose and when I held the RF cable just rite I would get some video.
So I picked up a 4.5mm Security bit from MCM electronics, opened up the TG16 and found out that what I thought to be a cold solder was actually a broken trace.
The signal for the RF had pulled the top layer of the PCB off and was still attached by solder, so I got out the soldering iron desoldered the bit of PCB that was still on the signal and bridged the connection and it ended up fixing the video problem.
At first I had figured the bad connection was causing the video issues now I know that its more likely that issues with the video are down to possible issues with some of the memory chips.

To fix your issue, just solder 4 wires from the expansion bus. 1 for video , 1 for ground and 2 for L&R audio. I just did a region mod on my and had same issue. My switch litterly just came off without usein any force. Hope this help. If you need help , letme know

@Utoobyourself I tried it not long after making this video to no avail.
I even tried soldering directly to the pins at the board and not to the pin but still without any luck.
BTW the first commenter suggested the same thing already. :P

It would probably be worth building yourself an AV composite cable. That way you could bypass the RF section entirely. If that doesn't do it, at least you'll know the trouble lies deeper within the system.
