@Haz0rdusProductions he can't help you coz they hunger is on goldsrc, not source but i can help you :D
the car is a func_train and it uses some path_tracks to move. also, in front of the lights they have put 2 blocks with the fade texture and then reshaped them into cones so that it has realistic lights.

Ontrigger/ (Npc that you want ragdollised)/ Turn to ragdoll

hey dude can you make a tutorial on how to make a cut scene like at the beggining of they hunger when your watchining the car go threw the town becuase im making a mod and i rly need to know how to do that oh and ps i also need to know how to make chapters

For a car moving, I'm not sure. I've never made objects move before, except for func_doors. Also for chapters, that's modding, not mapping. I don't know how to do that.

No, because gman isn't in css. It could work with a css character model though.
