Maybe equal in fun but they are the opposite in gameplay. Tekken you can get away smashing buttons but you will never win a fight in Virtua Fighter smashing buttons. It takes less strikes to take your opponent down but it has to be more calculated.

I feel the need to correct you on your statement, my friend. While it is true that Tekken (more specifically 2 and 3) were button-mashers, the latest games in the series require a great deal of timing, spacing, dexterity and anticipation. Sure, there still are a few button-mashing/spammer characters (such as Baek, Bob and Alisa) but all of the other characters require skill and mastery (the Mishimas, Jin, Miguel, Paul, Nina, etc.) It has changed over the years.

This is pretty graphically underwhelming for a Dreamcast game, compared to the likes of SoulCalibur anyway.

Yeah, I actually got this game after Soulcalibur and I was not impressed. I wander what happened, I remember Virtual Fighter 3 at the Arcade looked really good, it was on a 45"+ inch screen arcade machine.
