More than likely, if it can play well, it may also record well.
Of course, you must test to confirm, but I'd bet that the recording function works.
These Toshibas were decently made and are a bit more refined, not to mention simpler, than their earlier decks, such as that found on the V-M9200T.

Have that same deck, very good tranport. You can get a new pinch roller and the two belts and idel rubber tru "Studiosoundelectronics" just look under vm-41c that uses the same tranport, I also would change the PSU capacitors which is located second pcb on the bottom toward the back, I would recap both PCB'S, but the the power supply at very lease, you can order new capacitors tru Allied Electronics and DigiKey Corp.

Suggested fixes would be replacing, the threading belt, the capstan drive belt, and, if such is present, the belt which drives the loading carriage.
Other rubber parts that may require replacement may be the pinch roller and the idler tire.
In addition, thorough cleaning of the tape path is recommended, including the guide posts and the capstan (sound drooping out could be because the tape is drifting on the capstan due to dirt on the capstan, a worn pinch roller, or both).

I already cleaned everything, and the only bad belt was the one that drove the capstan. That was replaced a while ago now. So, It works perfectly! (Except I have not yet tried recording anything)
