None of the bit beyond the cliff & 'invisible wall' is actually solid, as you found out at the end.
There's a video here with a flyable helicopter. They fly to and through the Observatory
The strange thing is that the standard GTA 3 handling.dat file has a line for HELI(copter)?
There is no actual flyable chopper on the airport. The Dodo won't fly that high to get to the Observatory.
