Courtney Hester has a degree in elementary education.. However her youtube video fails to spell tear wrong. 0:37 Just like the word read, you can pronounce it two different ways.
1) There's a tear on her cheek
2) There's a tear in the paper.

You could use the decoupage glue to attach the paper as well, the only reall requirtment is that it's wet. Mod Podge is a good choice, and can be purchased at most craft stores or even big box stores.

She is using the starch to get the paper attached. Then after the paper is all in place, she is usuing decoupage to make it fixed, and shiny. Great idea, but I would use O rings or paper clips for the top to hang on tree.

it's just liquid starch... you can find it in the laundry detergent aisle.
