OK regarding the carrots lady, while her issue wasn't as bad as some of the other episodes regarding quarantine, carrots can carry a TON of diseases. The safety standards here regarding food are a lot more stringent than in other countries, so chances are, if she'd been backpacking somewhere where the food safety standards were somewhat lax....
