Main difference:
Google Docs runs on the Web. LibreOffice runs on your computer.

Will there be a syncing function as well, say for example I am working on this document offline, and when I reconnect to a network that it synchronises the changes?

It's not safe to keep ALL your important documents in the cloud. My girlfriend got her documents fucked up by Google Docs. They kept showing errors. I know that the Google infrastructure has tons of testing code but it seems that bugs still slip. I rather update my software when I want, not when they want to. The cloud takes away your control. If you are ok with that... go with Gootle Docs. I will use LibreOffice.

And of course, Google Docs is simpler and smaller (minus any apps/etc) than LibreOffice which has more features.

Shame it looks like it is not realtime editing - you operate on the closed part of the document. I guess it wouldn't work on odt/doc (Writer).

it seems you would need to coordinate so everyone can be "online" at the same time to collaborate and someone must be acting as the server, else the doc will not be available.
other stuff i noticed is the yellow comment bubbles. Why hiding them on one end hides it on the other end?
and this uses telephaty tubes, so am not sure if this is linux only. Not sure how it would be done in other OSs.
anyway there seems to be a cloud roadmap on the way that may address all these and other issues.

Storage would require a server from the LibreOffice team. However, this solution depends on IM and therefore doesn't use any additional servers.
