Romans and Corithians like all books after the book of Acts are letters, written to churches or individuals who were already converted. To the church in Rome, to the church in Corinth, Thessalonia, etc. The directives and instruction given by Paul to these churches were for the perfecting and correction of that body! These directives dont cancel out Mathew 28:19,20 Mark 16 15-18
Oh by the way there is a sound associated with spiritual birth Jn 3 8. Heareth the sound thereof .EVERYONE BORN

You cannot read the gospels and the book of Acts and not understand the plan of salvation is repentance, water baptism in Jesus Name and the infilling of the Holy Ghost.The Aostle Paul was baptized and filled with the Holy Ghost, read about it in Acts 9. So the greatest of Apostles was baptized and filled with the Holy Ghost but it is not necessary today...really?
Verily, Verily I say unto you unless a man is born of the water and the Spirit he cannot eneter into the kingdom of God. Jn 3:5

@JD2010CWS Read the book of Acts. From the begininning to the end. The Apostles obviously believed but they got baptized by the Holy Ghost in Acts Ch 2. Believing in Christ is not synonymous with receiveing the Holy Ghost baptism
