When Jasper started to explain the electricity and Terry said,"Oh-oh!Here we go again!"I laughed-largely because by this time the format had been established and Terry was tiring of the lectures.(Notice that Terry was voiced by Ken Snyder,the writer for the cartoon-who might have used this to indicate that he was also tiring of the setup.:-)

I remember seeing these shorts on the old Ray Rayner show on WGN in Chcago.

Sure it wasn't "Garfield Goose?"
"Garfield Goose" ran them for many years. After GG left the air, they were brought back by WPWR-TV (then Channel 60, now Channel 50) in 1984. They first aired as filler during "Atom Ant/Secret Squirrel," and then as part of "Car-Tunes," a morning show featuring an eclectic mix of cartoons, music videos and sports/weather/time checks with an off-camera announcer named "Bruce."
