Yes Shanghai is quite developed but it's not a *country* yet. Remember the USSR wouldn't fall apart without external help.

Well, I don't feel any responsibility to decide whether or not China should be broken up into several smaller countries. I'm happy to let the citizens of China figure that one out for themselves.

That's partially true. But after the breakup, countries such as Shanghai will probably become developed countries within a year, and poor small countries in the interior west will become easier to manage according to your logic so they too will have better chances of having a better quality of life after such downsizing, right ?
