Andrew Shapiro, Assistant Secretary for Political-Military Affairs, US Department of State launched the IISS-US Policy Makers Series with a speech on The United States' Approach to Countering Piracy on March 30 2011.
In his talk, Mr Shapiro described Somali piracy as being like 'a mafia or racketeering criminal organisation'. He said the problem should be treated 'with the same level of rigour and discipline' employed against 'other transnational organised crime'.
