I've always been intrigued by the possibility that the One is "chosen" by the Oracle, rather than "found" by people such as Morpheus and Trinity. I think Morpheus' unwitting job is to filter promising applicants and bring them to the Oracle for a screening. When the Oracle finds someone with the right characteristics, as in the case of Neo, she grants him the powers of the One by means of the cookie.
