He has schizophrenia and hasn't been taking his meds. He likely ain't sober, but that's not the reason he's raving, (when was the last you got drunk and decided you were born in 1920 and are Mary Hearney's bastard child?) This is psychosis, not alcohol. The reason we associate the crazy drunk hobo shouting is cause homeless people with schizophrenia are likely to resort to drink. But drink doesn't do this, its psychosis, most likely schizophrenia
