According to Wikipedia, it says: ''The Forklift scene where Fluffles is pushing Piella to the edge of the house also resembles part of the Doctor Who Christmas Special (Voyage of the Damned). Where the Doctor is a love interest of Astrid Peth, Gromit is similarly the love interest of Fluffles.''
I wasn't aware of it at all whilst I was watching the episode, I never would have guessed, I just saw it on Wikipedia =/ Your edit is still awesome though!

Ah well the Wikipedia entry only says "resembles"; so it still might not have been intended as a deliberate satire.
