Citizens Police Academy for the Las Vegas Metropolitan Police Department, doing a training exercise where a gunman has a bar hostage. The officer have no cover and the man says he will shoot himself or the patrons.

The lesson is that in this situation the suspect has Opportunity to do bodily harm to others or the officers, he also has means (the weapon) as well as other things that make up the totality of the circumstances.

The lesson is that it can take up to .5 second to react to a threat and another .5 second to even shoot back. Had the suspect wanted to he could have shot at least 3 rounds off before being shot back in that second, whether it was at the patrons or the officers.

Every situation it is up to the officer as long as the factors mitigate that there is a reason to shoot.

The class, which is all civilian, save the instructors are merely trying to show what all goes into being an officer of the law and all the rules, laws and regulations they need to be aware of all while dealing with unknown situations on a day to day basis.

(note: the guns are real but the ammunition used is similar to that of a paint ball, with a small amount of paint being shot at the individual with protective vest, No one was harmed.
