(this is how to do it without visionlab)
On effectslab add a freehand neonlight, set it to a wide red glow with low spread, and draw around the character for each frame. Then copy and paste the neonlight, and make it a small white glow.
Copy and paste the video, and make the top layer brighter and higher contrast, then mask it so it looks like light shining on the scenery. -do that in compositelab before adding the neonlight
