@vertus12 The problem was that there where no building codes in haiti. People built shacks all over the place without structure due to being poor and needed just a roof over their head. However, the weak government did not regulate anything. And, it is just not the Preval, it is a problem on going for years. To be earthquake resistent a home need to have metal inside the cinder blocks for reinforcement. In haiti, only people with money would be able to afford such a reinforcement.
