Looking at a 13 with a 25 Evinrude on it (old school/ early 90's). In your opinion, is the 25 enough power?

you need to lift the trim to the highest point to reach more top speed!!!and to let the motor run in the top revs!!

Didn't have gauge or GPS in this boat, but my 1978 13ft with a 30 Merc. 4 stroke (power trim and tilt) hit 25knots speed over ground with three adults, 5 gallons of gas, mushroom anchor, small cooler, etc...). This 1972 with the 25 E-TEC will do 30 MPH easily. Love the pick-up/hole shot of this boat.
