The very opening photograph is quite misleading when trying to justify Portland's "Transit Oriented Development". What you are looking at is an eight-lane freeway (the Sunset Highway) overlooking the Oregon Zoo and Children's Museum at Washington Park.
Where does that eight-lane freeway go to behind the camera? Washington County - Beaverton, Hillsboro...all the way to Forest Grove, 20 miles of suburbs.
