Where did you come up with that? the 3800 series is a router because its primary function is ip routing not frame switching which is the function of... you guessed it... a switch... the new ISRs do support switching depending on the modules you install but they are still by definition routers. Home routers combine both functions (a 2 port router and a 4 port switch and possibly wireless) in one tight little package)
