On January 8, 2010, Northern Mariana Islands Governor Benigno Fitial used his influence break a suspected human smuggler under US Marshall custody who had been denied bail because she was a flight risk out of jail and had four police officers bring her to his mansion so she could administer a massage to sooth his back pain. KSPN reports on the day the story broke.

So, another puppet takes the "rap" for making an individual decision to release a prisoner to Fitial's residence. Granted, she made a bad decision, but most importantly is that fact that the Governor used his influence to even ask the DOC head to send the prisoner to his residence. Hail Emperor Fitial!
What happened to transparency? Why even run to his office and shut the door on the media.?

I recall there were quite a few ladies in Garapan who were always trying to give everybody and anybody a massage. She must really be something special.
