good comparison.....

next time try to get 2 relatively close model, seeing as how the pc is almost 4 years old , while the mini is somewhat new, technology is exponentially growing so to compare two computers with a gap of about 3 to 4 years is ridiculous.

Dell dimensions 3000 is a good pc mine is very fast my parents got it in 2005 and it still works perfectly it is at a very cheap price like $150 so if you need a cheap desktop buy the Dell dimensions 3000 i am using mine right now

You mentioned that the PC processor has a faster CPU then the Mac but is actually slower!?Well if you were clued up you would know that CPU clock speed is not all there is to processor speed, the Celeron is a budget CPU and that's why it's slower. Other things to note when comparing CPU performance is the CPU cache architecture, the L2 cached size, latency and core/multi-thread processing. You my friend do not have enough knowledge to do tech comparisons.
