This is actually a Japanese proverb. Translated to English, it means roughly to fall 7 times and rise 8. It's supposed to mean determination, that no matter how many times you fall you keep rising to the challenge.
Think of it more like this: You are metaphorically "rising up" to the challenge 8 times, despite having already fallen 7.
