From what I can see in the video, this appears to be a Shoulder ballast cleaner. It is NOT an undercutter.

@rwy178 it isnt a undercutter, its a ballast cleaner. ask any of us who worked for loram or is still working for loram and we all will prove you wrong!

It is an undercutter. Cleans out fouled balast from under the top of the ballast and replaces it with good rock.

PRR had a rather interesting variation on this back in the days of steam. Unlike this system, the PRR one wasn't motorized. So what they'd do is take the locomotive off a distance, sometimes up to a mile, lock its brakes down, and then using a winch on the front of the cleaning machine, slowly drag the whole machine up to the locomotive, where they'd repeat the process.
