But what about this boats strength and stability? Without framing.. Both will be drastically lowered.

Thanks for your concern Caramelskater. This boat was designed by Berkeley Eastman.
In 1986 Berkeley Eastman designed his first set of mini tugboat plans, which later became the Candu E-Z, our 14'3" mini tugboat. Over that past 25 years, hundreds of these boats have been constructed, exactly the same way this one is being constructed. "youtube search" mini tugboat, and watch them!
