The Haredim that wear these black clothing, hat and suit, are wearing them because they are mourning the destruction of the Beit Ha Mikdash (Jewish temple). The Haredim are regarded by many in Jewish circles as ultra-orthodox. There are Orthodox Jew who wear modern dress: t-shirts, jeans etc. They are referred to as modern-orthodox.
