Do they have signs explaining what a "Bollard" is? I have never heard of or seen such a thing before. A lot of tourists must collide with these.

UK to be more precise. Not sure about "delinquents" but too stupid to read the big warning signs on either side would describe them. All the "victims" are deliberately speeding up to try and beat the bollard, but how fucking stupid to you have to be to try this with your young child in the back seat?
